REGULATIONS OF THE SUPER BREVET

„THE DANUBE ROAD RANDONNEUR 2018”

Article 1 (Introduction)

Randonneurs Romania and Adevaratii VeloPrieteni Romania are organizing on August 10-15 the first edition of the super brevet BRM 1200+, The Danube Road Randonneur 2018 (DRR 2018). The brevet will be run in accordance to the BRM Regulations (http://www.randonneurs.ro/regulament-brm), along with the present regulations.

Article 2 (Entry conditions)

DRR 2018 is an event open to the permanent members of the Randonneurs Romania Club, but also to other endurance cyclists from Romania and abroad, who will become temporary members of the afore-mentioned club by paying the entry fee during the period of the brevet.

The minimum age is 18 years at the date of the start. Minors are not allowed to take part in this event.

Riders must also fulfill one of the following criteria to qualify:

(a) having completed a Super Randonneur brevet series (200, 300, 400 si 600 km completed in the same season) between 2016 and 2018;
(b) having completed a 1000 km brevet or a 1200+ km brevet between 2016 and 2018;
(c) having completed a full series of classic brevets (200-300-400-600) between 2017 and 2018, on the condition that the 600 km brevet must be completed in 2018.

Article 3 (Rider restriction)

The rider number may be restricted. The rider limit will be established and published by the organizers in due time on the official website.

Article 4 (Preregistration)

The preregistration period allows riders to book their place in the event.

Preregistrations are open to those who have completed at least one 200 km brevet. Available places will be allocated on a first come first served basis, provided that the down-payment of 25% out of the registration fee is paid, which is non-refundable in case of withdrawal.

Permanent members of the Randonneurs Romania Club have their place at the event guaranteed, making it possible for them to register even if the rider limit has been reached.

If you have not converted your preregistration into a definite registration until June 23, 2018 at midnight (Romanian time), you will lose your reserved place. You can still apply for registration, but without priority.

Pregistration is only available online by filling out the registration form on the official website (www.randonneurs.ro) or on the Facebook page of the event, with mention of rider club affiliation, rider licence number and homologation number of the longest BRM ridden.

The down-payment will be wired to the bank account provided in the registration form.

Article 5 (Registrations)

Registrations can only be made through Internet on the official website (www.randonneurs.ro) by filling out the registration form which can also be found on the Facebook page of the event, with mention of rider club affiliation, rider licence number (necessary for discount available to Randonneurs Romania Club members) and homologation number of the brevets ridden.

You can register as soon as you have completed the qualifying brevets, with mention of the homologation number of the said brevets at registration.

Registration is open between June 5 and July 10 for premanent members of the Randonneurs Romania Club and for foreign cyclists and between June 10 and July 10 for all others.

The registration fee or the remainder of it will be wired to the bank account provided in the registration form.

Your place is only guaranteed after the registration fee is paid in full by July 10, 2018 at midnight the latest.

Applications that have not been completed on July 10, 2018 at midnight (French time) will be definitely canceled and the rider considered as not starting.

Your application will be processed when you have completed your registration form with the homologation numbers of your four qualifying brevets. Then you will receive a confirmation email with instructions concerning the ride.

Article 6 (Payment)

The down-payment and/or the payment of the registration fee can be done either individually or for a group, with mention of the participants that the payment is made for. The down-payment fee is 140 RON (30 Euro), which is non-refundable and is deducted from the registration fee.

The registration fee total is 550 RON (120 Euro).

Permanent members of the Randonneurs Romania Club are eligible for a discount of 10% out of the registration fee, which means they only need to pay 495 RON total.

The registration fee includes:

(a) processing of preregistration and registration forms to qualify riders participation in the DDR 2018 brevet
(b) participation in the DDR 2018 brevet
(c) official water bottle
(d) official reflective vest
(e) „pasta-party” at the finish
(f) official documents needed for participation in DDR 2018
(g) DDR 2018 frame badge and number
(h) DDR 2018 brevet card
(i) DDR 2018 cue sheet
(j) rider tracking device
(k) finisher medal
(l) certificate of participation
(m) engraved souvenir medal (if you are homologated)
(n) homologation certificate (if you are homologated)
(o) baggage transport to and from 2 chosen checkpoints (2 bags allowed: one of 10kg and another of 5kg)
(p) access to the various checkpoints and food stops
(q) medical insurance in case of traffic incidents for romanian cyclists of age 18 to 55
(r) emergency support at some of the checkpoints
(s) arrow signs in the proximity of the checkpoints
(t) free parking of personal vehicles at the start area for the entire period of the event
(u) rest and recovery area at the finish
(v) official DVD
(w) results brochure
(x) homologation of the results with Randonneurs Mondiaux
(y) the trophy Cupa AV RR 2018 for all cyclists who will have completed the classic brevets series in 2018 as well as the BRM1200+, in the events organized by Randonneurs Romania and Adevaratii VeloPrieteni Romania
(z) courier costs for mailing of the medal, official DVD and results brochure

The costs of food, sleeping (outside of the checkpoints) and of repatriation in case of DNF, are the sole responsibility of the participants.

Article 7 (Cancellation)

You can get reimbursed for the participation fee (save for the down-payment paid at preregistration) in the following scenarios:

(a) in case of withdrawal before the registration period ends, 50% of the registration fee will be refunded;
(b) in case of withdrawal after the registration period ends, the registration fee may only be transferred to another rider eligible to participate in the event who was did not make the cut. No refund will be issued by the organizers.

In the event of not having fulfilled the necessary brevets to meet the qualification criteria after the registration period ends and the registration fee has been paid, the fee will not be refunded.

After the registration period ends, if the event has to be canceled by the organizer because of unforeseen circumstances, whether the organizer is responsible or not, a fixed sum of 230 RON (50 euro) will be refunded. No other idemnity will be paid.

Requested jerseys will be delivered if, at the date of cancellation of the event, the order has already been placed with the supplier.

Article 8 (Rules for bikes)

Any bike with two or three wheels steered by a handlebar and propelled by muscle power via a transmission consisting of one or several chainsets may be used. The bike must not exceed 1 meter wide. Bikes not meeting those criteria will have to be vetted by the organizers. Electric bikes, tri-bars and all forms of extended bars are forbidden.

Bikes must possess a lighting system powerful enough to be seen at a distance of 100 m from the front and 150 m from the rear. It must be securely and permanently fixed on the bike, even during daytime, and in working order at all times. Flashing LEDs at the rear are forbidden. Backup lighting systems are strongly recommended.

Lights must be turned on at all times during hours of darkness or other low-light conditions, whether the participant rides alone or in a group.

If the organizers staff stops a rider because of no lighting or insufficient lighting, they will not allow him or her to continue until the lighting failure has been repaired, unless he or she has emergency lighting. In this case he or she may ride to the next checkpoint.

To test their equipment, riders are advised to complete at least a 400 km or 600 km event on the same bike that will be used for the DDR super brevet.

In order to make checks easier, all riders will have their number marked on a frame badge which MUST remain attached to the bike throughout the ride.

Article 9 (Equipment)

According to Romania traffic law, a reflective vest MUST be worn when riding at night or in other low-light conditions.

If your reflective vest is hidden (e.g. because you are carrying a backpack), make sure that you have additional reflective material to ensure you are seen.

Light-coloured clothing is recommended for night riding.

It is MANDATORY to wear an approved helmet throughout the event.

It is recommended to wear a randonneuring club’s jersey, the official DDR jersey or any other RM event’s jersey.

Article 10 (Route and Controls)

The official route sheet will be sent to all the participants. The route is subject to minor adjustments, but these will be brought to the attention of all participants in due time by the organizers.

The checkpoints managed by the organizers will be marked accordingly to help direct participants towards them, with the exception of controls found at gas stations.

On the way out from Bucharest to Oravita, the controls are organized as follows:

(a)University of Agriculture and Veterinary Medicine of Bucharest (start control)
(b) Lehliu Gara (La Partid Restaurant, food stop)
(c) Cuza Voda (Lukoil Gas Station)
(d) Oltenita (Lukoil Gas Station)
(e) Giurgiu (Marin Anastovici Stadium, food and sleep stop);
(f) Turnu Magurele (The Gymnasium of the Technical Colege General D. Praporgescu, food and sleep stop)
(g) Dabuleni (Community Center, food and sleep stop)
(h) Calafat (Lukoil Gas Station)
(i) Halanga, close to Drobeta-Turnu Severin (Cros Gas – Gas Station, food stop)
(j) Orsova (The Gymnasium of the Technical College Dierna, food and sleep stop)
(k) Moldova Noua (Petrom Gas Station)
(l) Oravita (General Dragalina High School, food and sleep stop)

On the way back from Oravita to Bucharest, the controls are organized as follows:

(m) Orsova (The Gymnasium of the Technical College Dierna, food and sleep stop)
(n) Halanga, close to Drobeta-Turnu Severin (Cros Gas – Gas Station, food stop)
(o) Calafat (Lukoil Gas Station)
(p) Dabuleni (Community Center, food and sleep stop)
(q) Turnu Magurele (The Gymnasium of the Technical Colege General D. Praporgescu, food and sleep stop)
(r) Alexandria (Lukoil Gas Station)
(s) University of Agriculture and Veterinary Medicine of Bucharest (final control with food and sleep areas and pasta party)

There will also be at least one SECRET control on both ways.

The organizers reserve the right to modify the above mentioned route or checkpoints, but will notify the participants in due time of any changes.

Riders MUST stay on the official route. In case of any deviation from the route, to avoid being disqualified, riders MUST return to the point of deviation and continue on the official route, without taking any shortcuts.

It is highly recommended that support vehicles take alternate routes to reach the checkpoints. Riders can meet their support vehicle only at the checkpoints and within 5 km from the checkpoints. Noncompliance is subject to penalties and may lead to disqualification of the rider.

Article 11 (Responsibilities and Insurance)

Under all circumstances, riders must obey the Romanian traffic law.

The participants assert under the honor principle to be covered by insurance when registering and in case of any incidents they assume full responsibility.

Romanian riders aged 18 to 55 have an insurance policy included either in the registration fee, or in their permanent membership in  the Randonneurs Romania Club. The said insurance does not cover for damage to the equipment or to the bicycle or in case of theft.

In all places riders have to care for their personal belongings. The organizers cannot be held responsible in case of loss or theft.

Article 12 (Rider Tracking)

A brevet card and an electronic tracking device will be distributed to each rider before the start. The rider must keep both in good condition. We recommend to fix a recent passport picture on the brevet card (35×25 mm).

Riders must always carry their brevet card and must personally ensure that their card is validated at each control, whether official or secret.

Loss of the brevet card, loss of the tracking device, missing or incomplete validation, whether from an official or a secret control, will result in disqualification.

Article 13 (Sign-in)

All registered riders need to go to the campus of the University of Agriculture and Veterinary Medicine of Bucharest on August 10 starting with 16:00 in order to finalize the registration process.

In the campus there will be multiple areas which every rider needs to visit as follows:

(I) Bike and equipment check area

After showing your ID card, one of the members of the organizers staff will check your bike and equipment. If there are problems which can be fixed the participant can return to this area only after these are dealt with, otherwise they will not be allowed to take part in the event. After the checks are completed, riders will take their signed and stamped verification sheet to the next area.

(II) Participation kit handing area

The participants will turn-in the verification sheet along with their affidavit, and one of the members of the organizers staff will hand them their participation kit: brevet card, tracking device, frame badge, cue sheet, official watter bottle, official reflective vest etc.

The riders will sign the start sheet and their brevet card will be stamped with the start time of 20:00.

(III) Official DDR 2018 jersey handing area (optional, for those who have opted for it during the registration period)

Participants will present their brevet card to one of the members of the organizers staff who will in turn hand them their official DDR 2018 jersey. Each rider will sign upon receipt of the jersey.

(IV) Support vehicle and car parking registration area (optional for those who opted for a support vehicle)

Participants will provide the vehicle information to the organizers as well as the driver’s information for support vehicles.

These riders will receive a special badge, based on the status of their registered vehicle (support or parked for the entire length of the event). The said badge needs to be secured on the windshield of the vehicles. Any suport vehicle that fails to comply the rules established by the organizers in the present regulations will be prohibited from offering further support and will also generate penalties to the rider that can lead to disqualification.

Both the participant and the driver of the support vehicle need to be present in order to accept the badge and sign an agreement of acknowledgement and compliance to the rules set by the organizers.

(V) Bag drop area

Participants will drop their bags and choose the checkpoints where the large bag will be taken. The riders will sign for dropping their bags and a member of the organizers staff will sign upon receipt of the bags.

(VI) Wait & food area

This is where cyclists who have gone through all the previous steps can go to wait, rest and have a meal or drinks.

(VII) Technical meeting area

At 19:30 the technical meeting will take place, which MUST be attended by all the participants. After the technical meeting ends all participants need to sign for acknowledgement of the topics discussed.

After the technical meeting the participants will go to the start area.

(VIII) Start area

The official start will occur at 20:00, from the front of the Dean Office of the University of Agriculture and Veterinary Medicine of Bucharest. From that point on the 120 hours time limit will start counting, regardless of the time when riders head out.

Beware: Missing brevet card validation or a missing tracking device recording at the start will result in disqualification.

For safety reasons, official vehicles will lead the riders through Otopeni (10 km). It is forbidden to overtake them (offenders will be attributed a penalty).

Article 14 (Opening and Closing Time of the Controls)

The opening and closing times indicated in the brevet card must be respected, with the exception of the controls held at gas stations. Checkpoints with food and sleep areas will be closed outside of the times indicated in the brevet card, which will make it impossible for riders to get the necessary stamps.

Only a serious material incident may be accepted as justification for late arrival (traffic incidents or traffic jams), and the delay must be recovered at the latest within the next two controls. In these scenarios, if riders fail to arrive within the time limit at more than three controls they will be disqualified.

Article 15 (Homologation, DNFs and Failure to Comply with the Time Limits)

Whatever the time of arrival, a brevet ridden in less than 48h will not be homologated (this corresponds to an average speed of 30km/h).

All participants who will have completed the brevet in at least 48h and at most 120h and complied with the rules will earn the certificate of homologation and the oficial medal, both included in the registration fee. The certificate of homologation and the medal will be offered by Randonneurs Mondiaux.

Riders who have been attributed a time penalty, will have it included in the finishing time and will only be homologated if their total time does not exceed the limit of 120h. All riders who complete the route will be awarded a finisher medal and certificate of participation regardless of their total time.

Riders who abandon must show their brevet card to a controller or another member of the organizers staff, who will sign it and annotate it with ABANDON. The abandoning rider has to remove the frame number and the tracking device, but can keep both items, as well as the brevet card.

Article 16 (Support Vehicles)

Riders who wish to have a support vehicle (only at the checkpoints) must specify it at registration.

Support vehicles are prohibited from offering assistance to the riders on the route, with the exception of the checkpoints and their vicinity (a radius of 5 km around the checkpoints is allowed for assistance from the support vehicles). To eliminate any concerns that may lead to the riders being disqualified and/or removal of the support vehicle from the route, it is highly recommended that the support vehicles take an alternate route to get to the controls.

The organizers staff  may recommend an alternate route for the support vehicles (where one exists) to get to the controls.

Article 17 (Penalties, Disqualification and Appeals)

The organizers (Randonneurs Romania and Adevaratii VeloPrieteni Romania) reserve the right to decline the registration of a person as well as disqualify participants who blatantly broken the regulations without any compensations.

The organizers staff will wear distinctive badges or clothing to ensure they are easily identified in the controls and in the aforementioned areas from the start and finish.

(I) Penalties

Any violation of the regulations will result in time penalties as follows:

(a) Overtaking official vehicles at the start of the event: 1h
(b) No lighting at night, or under conditions of poor visibility or improper use of lights (such as flash mode): 1h
(c) Violation of the Romanian traffic law: 1h
(d) Drafting with someone not taking part in the event: 1h
(e) Riding without a helmet: 1h
(f) Environmental pollution of any kind: 2h
(g) Absence of (or hidden) reflective vest at night: 2h
(h) Refusal to obey controllers: 2h
(i) Registered vehicle present on the official route although the organizer provided an alternate route: 2h
(j) Support given on the official route outside of the controls: 3h
(k) Support given on the official route, or in the control towns, by a non-registered vehicle: 5h
(l) Inappropriate behavior of rider or support crew towards the controllers or the organizers staff: 5h

So far as possible, riders will be informed of the attributed penalty either immediately or at the next checkpoint. Penalties will be noted in the brevet card. They apply to the overall time only.

Penalties will be cumulated in case of further offenses.

(II) Disqualification

The following can lead to the disqualification of riders from the event (the decision will be up to the members of the organizers staff):

(a) Sharing the brevet card with another participant in order to have it validated, without the presence of the actual brevet card holder at the control
(b) Use of shortcuts on the route or other means of transportation besides their own bike to move along the route
(c) Violent attitude or attacks towards other participants, traffic participants or any other person during the event
(d) Exceeding 10h in time penalties or 5 penalties, even if the time penalty does not exceed 10h.

Based on the severity of the action, the organizers staff can reach out to other BRM event organizers to recommend prohibiting the said rider from participating in other similar events.

(III) Appeals

All complaints must be addressed within 5 days after the finish by emailing the organizers at brm1440ddr@adevaratiiveloprieteni.ro or by registered mail to the mailing address of the non-profit organization Adevaratii VeloPrieteni Romania.

Article 18 (Environment)

All riders must respect the environment in the control towns and all over the route of the Danube Road Randonneur, especially since they will pass protected areas. Riders will be liable for any damage noted.

It is strictly forbidden to litter on the road. Your eco-friendly behaviour benefits all riders, and the public image of randonneuring is at stake!

Article 19 (Image Rights and Liberties)

Riders authorize expressly the organizers of the DDR, or their proxies such as partners and media organizations to use static or moving images on which they may appear and which have been captured during their participation in DDR 2018 for publicity purposes, including promotional material and/or advertising, throughout the world and for the longest period provided by the law, regulations, and treaties in force, including any extensions that may be made to this period.

According to the European General Data Protection Regulation, you have a right to access and rectify any personal information or decline its use by the organizers.

Article 20 (Updating)

The DDR organizers staff reserves the right to modify these Regulations and if needed to decide about eventualities not foreseen in the present Regulations. The organizers can modify the conditions under which the event is run.

As far as possible, decisions or possible modifications will be brought to the attention of the participants either by using the press, radio, and Internet, at the latest three days before the date of the event if a possible cancellation is foreseen or during the event by loudspeaker and posters.
